Case Studies – Management Consultancy

Section 17 Reviews

SWIIS was asked to develop a short-term project on behalf of a local authority to review its expenditure on Section 17 cases. We designed a format on how this could be done and a staff team was supplied to deliver the specified outcome. All costs were agreed up front along with targets and timescale.

The outcome was that all clients were seen with reviews provided on each individual and results incorporated into strategic planning. This produced a substantial saving running into many thousands of pounds.


Prevention from accommodation

A key statistical return for children and families teams is the reduction in the number of children accommodated and a reduction in the number of placement moves young people are subject to.

SWIIS was approached to provide task centred solutions to a range of local authorities to address this issue. With each borough working to its own systems, we were able to initiate project-based solutions that would work within the systems employed in each authority.

Having identified a solution for each local authority, staff from SWIIS, with the appropriate skills to work with young people and their families, were engaged to provide direct assistance in partnership with the local authority social worker.

The outcome of this service has been a clear benefit to those children supported at home, thereby preventing the need for accommodation, and for the local authority who have not needed to accommodate. It has also assisted in returning children home from accommodation, with the necessary support, to facilitate reunion with their families.


Assessment and reviews

Consultants through SWIIS have undertaken a range of reviews from appraisal of children’s homes to foster care and adoption reviews. For one London authority, SWIIS has embarked on a programme of assessing the needs of all young people placed in foster care over a 2-month period.


Quality Protects

The Quality Protects initiative provided the possibility to offer new services to service users across the spectrum of welfare need. SWIIS have been involved in the designing and implementation of Quality Programmes across the UK. Through consulting with SWIIS, clients have been able to identify effective use of the budgets made available as well as utilise slippage money to best effect.
